BRIEF POSITION SUMMARY

Performs highly complex (senior-level) supervisory maintenance and construction work. Work involves overseeing maintenance and construction staff involved in the installation, care, and repair of state facilities and equipment. Supervises the work of others. Reports to the Base Facility Manager and works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

WORK HOURS: Tuesday – Friday, 10 hours a day, 40 hours a week

 

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Manages and leads grounds maintenance employees, provides guidance, support, and direction in their daily tasks.
  • Supervises and schedules regular maintenance of groundskeeping equipment. Coordinates repairs and replacements as necessary.
  • Develops schedules, work plans, and assignments for the grounds maintenance crew to ensure efficient and timely completion of tasks.
  • Oversees and ensures that all landscaping, mowing, trimming, irrigation, and general maintenance activities are performed to high standards and in line with established guidelines.
  • Maintains inventory of necessary supplies, equipment, and materials required for ground maintenance activities. Coordinates procurement and replenishment as needed.
  • Assists in the budget development and monitors expenses related to grounds maintenance operations. Identifies cost-saving opportunities without compromising quality.
  • Ensures compliance with safety regulations and protocols during all maintenance operations. Conducts regular safety inspections and provides training on safety procedures.
  • Communicates with tenants to address concerns, requests, and ensures satisfaction with the ground’s maintenance services.
  • Conducts training sessions for staff to enhance their skills, introduces new techniques, and educates on best practices in grounds maintenance.
  • Manages and maintains training schedules and travel arrangements for shop.
  • Maintains accurate records, prepares reports on maintenance activities, expenses, and other relevant metrics. Provides regular updates to management on the state of projects and overall maintenance operations.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies and procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
  • Performs related work as assigned.
 

Qualifications

 

MINIMUM QUALIFICATIONS

EDUCATION:

  • Graduation from a standard senior high school or equivalent (GED) is required.

PREFERRED EDUCATION:

  • Graduation from a standard senior high school or equivalent, supplemented by courses in computer science, is preferred. 

EXPERIENCE:

  • Six (6) years of experience in ground maintenance work is required.
  • Two (2) years in construction is required.
  • Two (2) years in supervisory work is required.
  • Experience using Microsoft Office (such as Outlook, Word, or Excel) is required. 

PREFERRED EXPERIENCE:

  • Experience in administrative support is preferred.
  • Experience in developing or maintaining work schedules is preferred.

 

REGISTRATION, CERTIFICATION OR LICENSURE:

  • Valid driver’s license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business. 

OTHER REQUIREMENTS: 

  • Background Investigation.  Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • Eligibility to Work in the U.S.  The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.
  • Sponsorship.  Candidates must be eligible to work in the United States without requiring sponsorship.

PHYSICAL/WORKING CONDITIONS

Work is performed primarily outside. When outside, the incumbent is exposed to extensive temperatures and noise. Work typically involves standing, walking, and working for extended periods of time. May lift, carry, move, and/or set up equipment and materials that weigh up to 10 pounds.
