GENERAL DESCRIPTION
Collects, queries, and analyzes data using standard statistical tools, applications, methods, and techniques. Interprets data analysis results to identify significant differences and trends in data to inform decisions. Consults with internal and external customers to identify data analytics needs. Cleans and prunes data to discard irrelevant information.
Applicants for this position should be prepared to pass a background investigation. Applicants will also be subject to a motor vehicle registration check and social media check. Since most security clearance problems arise from criminal records or unresolved bad credit issues, full criminal and credit checks will be run on all applicants prior to employment. Must possess a valid driver’s license.

ESSENTIAL POSITION FUNCTIONS
- Plans, develops, reviews, revises, and interprets Medicaid data.
- Conducts queries in multiple systems to analyze and identify trends, anomalies, and inconsistencies.
- Develops and/or contributes to recommendations based on analytical findings and trends within the Medicaid program.
- Serves as a resource for internal and external stakeholders to promotes on-going data analysis to identify Medicaid / Healthcare trends that are a risk to the program.
- Prepare concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions.
- Establish and maintain standard work procedures governing the appropriate use of data.
- Performs related work as assigned
- Maintains relevant knowledge necessary to perform essential job functions
- Attends work regularly in compliance with agreed-upon work schedule
- Ensures security and confidentiality of sensitive and/or protected information
- Complies with all agency policies and procedures, including those pertaining to ethics and integrity
Qualifications
MINIMUM QUALIFICATIONS
Data Analyst III:
- Education: Graduation from high school or equivalent
- Education: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis:
- Experience: Two years of full-time experience working in the following (or closely related) fields: Healthcare, Teaching, Program Administration
- Knowledge of Texas Medicaid Program, Claims processing system, Medicaid Rules
- Skill in handling multiple tasks, prioritizing, and meeting deadlines
- Skill in effective oral and written communication
- Skill in exercising sound judgment and effective decision making
- Ability to receive and respond positively to constructive feedback
- Ability to work cooperatively with others in a professional office environment
- Ability to provide excellent customer service
- Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
- Ability to arrange for personal transportation for business-related travel
- Ability to work more than 40 hours as needed and in compliance with the FLSA
- Ability to lift and relocate 30 lbs.
- Ability to travel (including overnight travel) up to 20%
Data Analyst IV: All of the above qualifications for a Data Analyst III, PLUS:
- Experience: One additional year of full-time experience working in the following (or closely related) fields: Healthcare, Teaching, Program Administration
PREFERRED QUALIFICATIONS
- Experience working with the MMIS claims management system.
- Experience working as a team member in a collaborate environment
- Knowledge of writing claims queries
- Knowledge of Texas Medical Assistance Plan under Title XIX of the Social Security Act (Medicaid)
- Skills in using BusinessObjects, Business Intelligence, MCATS, Kintana, Phoenix, e-OPM
- Ability to communicate technical guidance and updates to the end user
- Ability to formulate learning objectives, to develop training objectives, to evaluate the effectiveness of training, to assess training needs, and to communicate effectively.
