GENERAL DESCRIPTION
The Procurement and Contract Operations of the Office of the Attorney General (OAG) is seeking a Contract Specialist whose work will involve contract management work. Work involves coordinating, developing, and evaluating a broad range of contracts. May supervise the work of others.

ESSENTIAL POSITION FUNCTIONS

  • Coordinates and/or develops solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract specifications.
  • Reviews and/or develops bid evaluation instruments and the modification of solicitation, contract boilerplate, and other contract-related documents.
  • Reviews and/or conducts needs assessments to determine requirements for the purchase of goods or services
  • Coordinates and facilitates procurement-related meetings such as kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scorings.
  • Prepares specifications for requests for offers, bids, and proposals
  • Negotiates contracts, contract renewals, and amendments
  • Performs general purchasing functions as needed by the division
  • Performs related work as assigned
  • Maintains relevant knowledge necessary to perform essential job functions
  • Attends work regularly in compliance with agreed-upon work schedule
  • Ensures security and confidentiality of sensitive and/or protected information
  • Complies with all agency policies and procedures, including those pertaining to ethics and integrity
 

Qualifications

 

MINIMUM QUALIFICATIONS

  • Education: Graduation from high school or equivalent
  • Education: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: Procurement and or contract management, business, or finance. 
  • Experience: Six  years of full-time experience working in the following (or closely related) fields: Procurement and or contract management, business, or finance. 
  • Knowledge of state procurement and contract management requirements, regulations, and best practices; negotiating contracts; developing contracts; business administration and accounting principles and practices; and policies and procedures of contract management.
  • Skill in handling multiple tasks, prioritizing, and meeting deadlines
  • Skill in effective oral and written communication
  • Skill in exercising sound judgment and effective decision making
  • Ability to receive and respond positively to constructive feedback
  • Ability to work cooperatively with others in a professional office environment
  • Ability to provide excellent customer service
  • Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG workspace within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
  • Ability to monitor contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and polices.
  • Ability to evaluate expenditure data and make projections to ensure appropriate use of funds, as well as review fiscal expenditure reports for completeness, appropriateness, and accuracy.
  • Ability to arrange for personal transportation for business-related travel
  • Ability to work more than 40 hours as needed and in compliance with the FLSA
  • Ability to lift and relocate 30 lbs.
  • Ability to travel (including overnight travel) up to 5% 
  • Certifications: Certified Texas Contract Manager, CTCM

PREFERRED QUALIFICATIONS

  • Knowledge: Knowledge of state procurement and contract management requirements, regulations, and best practices; of negotiating contracts; of developing contracts; of business administration and accounting principles and practices; and of policies and procedures of contract management.
  • Skills: in use of computer and applicable software, CAPPS experience in a plus
  • Abilities: Ability to evaluate contracts and recommend future status; to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; to write and edit contract requirements and specifications; to negotiate features of a contract; to communicate effectively;
  • Certifications: Certified Texas Contract Developer CTCD
  • Other Language: Ability to proficiently read, write, and speak English
