General Description:
Performs highly advanced (senior-level) consultative services and technical assistance work in support of the Texas State Property Accounting (SPA) system. Performs troubleshooting, evaluates solutions, and corrects system exceptions. Research State of Texas statutes, Comptroller policies and procedures and governmental accounting standards pertaining to State property. Updates and delivers property policies and procedures training to state agencies and institutions of higher education. Participates in planning, developing, coordinating, and implementing of complex capital asset program initiatives. Provides guidance to agencies in the development and integration of new methods and procedures. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
Work Hours:
8 a.m. - 5 p.m. Monday through Friday, 40 hours a week with occasional evening and weekend hours. Hours may change based on business needs and may vary in accordance with division policies for Work Alternative Schedules(WALT).
Program Specialist IV: $5,500.00 - $5,916.00
Program Specialist V: $6,000.00 - $6,416.00
Program Specialist VI: $6,600.00 - $7,250.00
Minimum Qualifications:
Education:
Graduation from an accredited college or university with a bachelor’s degree.
Program Specialist IV:
· Two years of experience with consultative technical system support, systems analysis, financial reporting or support of a mainframe application relevant to position responsibilities in systems analysis or systems support.
Program Specialist V:
· Four years of experience with consultative technical system support, systems analysis, financial reporting or support of a mainframe application relevant to position responsibilities in systems analysis or systems support.
Program Specialist VI:
· Six years of experience with consultative technical system support, systems analysis, financial reporting or support of a mainframe application relevant to position responsibilities in systems analysis or systems support.
Preferred Qualifications:
Graduation from an accredited college or university with a bachelor’s degree in accounting, information services, computer science a related degree.
Substitutions
· One (1) additional year of experience performing general financial and/or accounting functions, financial reporting, budgeting, or financial statement audit duties may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).
SUMMARY OF PHYSICAL REQUIREMENTS:

The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required to read printed materials and read computer screens and the ability to communicate with external customers. The individual must be able to lift, pull, physically handle, and transport documents, boxes, and all related information, weighing up to 20 pounds when required.
Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.
· Runs custom report request for state agencies and institutions.
· Responds to agency emails and phone calls to provide system support.
· Participates in the maintenance of the State Property Accounting System. Resolves database and application processing exceptions in a timely manner.
· Reviews and the State Property Accounting (SPA) Guide to provide guidance to agencies.
· Participates in training state agencies in the State Property Accounting (SPA) System.
· Performs other duties assigned.
